The Risk Management Division works with the Central Safety Committee and departmental safety committees to develop occupational health and safety programs and activities, conducts accident and complaint investigations and provides specialized occupational health and safety training and safety equipment.

The division coordinates the provision of Workers' Compensation, Long-Term Disability, Disability Leave With Pay and State Disability, and also administers the County's Modified Work Program as well as managing the Tuberculosis Exposure Program, the Drug and Alcohol Testing Program and the Americans with Disabilities Act (ADA) program.

The Division also manages 14 insurance and self-insurance programs that are used to control exposure in the areas of general and automobile liability, medical malpractice and property damage as well as contractual liability.

Injury Illness Prevention Program

Long Term Disability

The County of San Mateo’s Long Term Disability plan (LTD) is designed to provide you with income while disabled, and more importantly, to provide you with benefits while your applications(s) for other benefits is pending.

Permanent Modified Work

GENERAL. The Permanent Modified Work Program provides alternative job opportunities for County employees who are permanently precluded from returning to their usual and customary occupations by disabling illnesses or injuries. Disabilities may be of either industrial or non—industrial origin. For a non—industrial disability, the employee must have been permanently employed by the County at least 3 years to qualify for this modified work program.

Procedures for Pre-Placement and Occupational Health Examinations

New Employees/Volunteer The department Completes Part 1 and faxes the attached Scheduling/Notification Form to Workforce Medical Clinic at 650-568-9053. Workforce Medical schedules an appointment with the employee/volunteer (by phone) and notifies Risk Management of the date and time of the appointment. (Part 2 of the Scheduling/Notification form) After completion of the examination, Workforce Medical notifies the department if the individual is cleared to hire (part 3 of the Scheduling/Notification Form).

Respiratory Protection

The California Occupational Safety and Health Administration, CAL/OSHA Title 8, Section 5144 and Section 5199 require that San Mateo County develop a respiratory protection plan to maintain a safe and healthy work environment. The plan has been developed to provide guidelines to employees to minimize the risk of occupational diseases caused by breathing air contaminated with harmful dusts, fogs, fumes, gases, smokes, sprays, or aerosols.

Temporary Modified Work

GENERAL. Medical authorities and rehabilitation specialists agree that most temporarily disabled employees benefit both psychologically and physically from returning to work at the earliest feasible date. The concept of returning injured employees to work early under a temporary modified work assignment is an underlying philosophy of the Workers’ Compensation system.

Worker's Compensation Benefits Mandated by State Law

Pursuant to Labor Code 4600 the injured Employee is entitled to receive any and all immediate and adequate medical treatment necessary to cure or relieve the effects of the injury BUT only from an authorized medical treatment provider. The Labor Code provides that the Employer has medical control during the first 30 days after the injury unless the Employee has predesignated their personal physician.

Workers' Compensation

If A Work Injury Occurs... California law guarantees certain benefits to employees who are injured or become ill because of their jobs. Any job-related injury is covered—even first-aid type injuries and work-related illnesses. The key is whether it was caused by the job. (Some injuries from voluntary, off-duty, recreational, social or athletic activity—for example, the company bowling team—may not be covered. Check with your supervisor or the claim administrator listed below if you have questions.)
