The Employee and Labor Relations Division strives to promote a high-quality workforce and collaborative relationships between employees, management, and employee organizations. The Employee and Labor Relations Division serves as a strategic partner while providing guidance, training, and recommendations on managing employee performance and conduct issues, contract interpretations, investigates and resolves complaints at the lowest level, and negotiates timely and fiscally responsible agreements.

Memoranda of Understanding are collective bargaining agreements between the County of San Mateo and the unions that various classifications of County employees have chosen to represent them.
Some employment classifications not represented by recognized labor or professional organizations are governed by collective bargaining agreements in the form of resolutions passed by the San Mateo County Board of Supervisors.
